If the goal is to measure effectiveness or impact, this is where more rigorous designs — such as quasi-experimental or experimental methods — may be used. The endline evaluation doesn’t just satisfy reporting requirements; it’s a chance to capture legacy, document learning, and make a compelling case for scale-up or sustainability.

6. Post-Implementation Phase: Ex-Post or Sustainability Evaluation

Months or years after project close, a sustainability evaluation can reveal which outcomes endured. Were behaviors maintained? Are systems still functioning? Have communities continued or adapted key practices? This is often the missing piece in program cycles — yet it provides powerful lessons for policy, design, and long-term investment strategies.

To do this well, start with early planning. Build your evaluation roadmap during the design phase, not after implementation begins. Allocate budget and time not just for a final evaluation, but for baselines, midlines, and real-time assessments. Use mixed methods — combining numbers with narratives — to get a fuller picture. Make sure evaluation is not just about external accountability, but internal improvement. And finally, close the loop by using evaluation results to inform decisions, strategies, and future investments.
